Carbon Tax on Businesses

The question
Some governments are considering imposing a carbon tax on businesses that produce high levels of greenhouse gas emissions. Do you think the advantages of such a tax outweigh the disadvantages?

Band 9 model answer

To confront the climate emergency, several governments are contemplating a levy on companies that emit large volumes of greenhouse gases. While such a tax carries certain economic risks, I am convinced that its advantages decisively outweigh its drawbacks.

The foremost benefit is that a carbon tax internalises the hidden cost of pollution. Currently, firms treat the atmosphere as a free dumping ground, passing the consequences onto society. By attaching a price to every tonne of emissions, the policy creates a powerful financial incentive for businesses to adopt cleaner technologies, improve efficiency and invest in renewables. The revenue raised can simultaneously fund green infrastructure or be redistributed to cushion vulnerable households, amplifying the public good.

Opponents counter that the tax inflates production costs, which companies may pass on to consumers or use as a pretext to relocate to lax jurisdictions. There is genuine substance to the concern that uncompetitive firms could shed jobs. Nevertheless, these disadvantages are largely containable. A gradual, predictable tax trajectory gives businesses time to adapt, while border adjustments can neutralise the threat of relocation, ensuring importers face equivalent charges.

Weighing these considerations, the long-term gains, namely a decarbonised economy, cleaner air and a stabilised climate, vastly exceed the short-term disruption. Crucially, the cost of inaction, measured in floods, droughts and economic devastation, would be incomparably higher. I therefore firmly support a well-designed carbon tax as one of the most effective instruments available for steering industry towards sustainability.
