The question
Some people believe that laws are the most effective way to create a more equal society, while others argue that changing people's attitudes matters more. Discuss both views and give your own opinion.

Whether genuine equality is best achieved through legislation or through shifting public attitudes is a question that has long occupied reformers. Some place their faith in the statute book, while others insist that hearts and minds matter most. I believe that law and attitude are complementary, but that legislation provides the indispensable foundation.

Those who prioritise the law point to its immediate, enforceable power. Statutes banning discrimination in employment, housing and education compel even reluctant institutions to treat people fairly, regardless of private prejudice. Crucially, law also reshapes expectations over time: behaviour that was once tolerated becomes socially unacceptable once it is formally outlawed. From this perspective, legislation does not merely punish bias but gradually helps to dissolve it.

The opposing view stresses that laws are hollow without genuine acceptance. Prejudice can persist quietly despite formal equality, expressed through subtle bias in hiring or everyday hostility that no statute can easily detect. Where attitudes remain unchanged, people may obey the letter of the law while violating its spirit, or resist enforcement altogether. Real progress, advocates argue, depends on education and cultural change that make equality a shared value rather than an imposed rule.

In my judgement, both forces are necessary, yet law must come first. Waiting for prejudice to fade unaided could take generations and abandons victims to ongoing injustice in the meantime. Legislation, by contrast, secures rights immediately and creates the conditions in which attitudes can mature. The ideal strategy therefore pairs robust anti-discrimination laws with sustained education, so that the protections enshrined in statute are reinforced by genuine conviction. Together, they build an equality that is both legally guaranteed and willingly embraced.
